Well it said with C02 the highest you can get it to shoot is 250 any way but, with compressed air it shoots (Its been a while since I saw it) 270-290.

It could be possible to fill it using a dump chamber. In other words figure out how much air it would take to reach the proper velocity, then make a chamber to pre-charge. Then you could shut the air off to the dump chamber and then fill the cartridge from it. That way you would be able to get consistent fills that would give you proper velocity.
As far as a player being able to recharge it on the field, only allow them so many shots from it per insertion, just like a LAW rocket. After all it would be used as a side arm I would imagine.

I would say that without a proper way to make it consitent, William wont allow. He is the KING of safety and its his call. To anyone thinking about buying it, i would wait until a decision has been made by the "MAN"

There has been discussion on another paintball product that operates on a v ery similar principal and at this time i have heard no final judgement to permit such launchers onto the field. To add, the Goblin Launcher has no integral means of adjusting the velocity and the velocity is dependent on which air source you use to charge the cartridge. Additionall Goblin does not provide any means of consistently being able to regulate the air pressure so that it could be chronographed within limits. At this time i would say the Goblin Launcher would not be allowed.

The new guns that Tiberius built for Law Enforcement called the SA8 look like TAC 8s but were designed to shoot pepperball ammo and have no velocity adjustment either......

That is correct Chowda. In fact Tiberius has discontinued the SA8 b/c there were people who were using it for paintball. These are easily recognized as the "slide" portion of the weapon is a bright blue.

Yeah, that would be perfect. Walk up to the enemy base with that in your sleeve. Walk right on past security saying you're on buisness, meet the general, then BLAOW!! General Kill. I mean, of course you'd get lit up by thirty people, but there general is dead.
