I recently purchased a very large package deal on Ebay for a good deal (at least, it strikes me as a good deal) and one of the items is a 78/4500 psi HPA low pressure tank. It's a very beautiful tank, I practically drooled over the encased carbon fiber, but I noticed a teeny problem at the bottom of the tank. The protective covering (I don't want to say glass because I don't think that's what it is) at the bottom of the tank is cracked, and that has me slightly worried for safety reasons. I'm sure I might have to get it checked out, but I was wondering if anyone could tell me if it's likely to blow up on my back (or God forbid someone else if I lend it to a buddy) if I were to continue using it.
Any suggestions?

If you have any doubs aout the deal you should walk away from it. In any case if you have a tank and uncertain of its safety you should stop using it and have it hydrotested.

Also, when it comes to personal safety, save your money a bit longer and spend the extra cash. DO NOT GO CHEAP ON SAFETY!!!!

Well, it's too late for me to return it since I got it off of eBay with the rest of my stuff. Where would I take it to get hydro tested?

Did the auction mention that the tank had a crack in it? If it did not then you may be due a refund of some sort from paypal. You need to notify the seller NOW about the problem, and let him know that you are in the process of rehydroing the tank. Let him know that if it does not pass, you will be expecting a refund of some of the money. This would be your best option because if he refuses you can take it up with paypal and get some of your money back. It may seem like a mean way to do business, but remember, it is just that... Business.

Wow, everything I have ever read concerning carbon fiber tanks is if the fiber weave gets a nick in it, it can and will unwind creating a very real hazard to yourself and others around you. A carbon fiber tank starts with a thinner walled metal cylinder and then is wrapped in fiber weave to ensure strength and safety and yet be lighter in weight than a traditional thicker walled steel HPA. I doubt seriously it could be re-hydroed or even repaired. If I had that tank on a marker, I know all I would think about is its poor condition and not the game I was in...I think you should heed Gravitys advice and work with eBay to file a claim. My guess would be the seller knew full well the problem and decided to let it be someone else's problem. My experience with eBay is they are very good about addressing and rectifying buyer’s complaints.
