Not to flame anyone, but I am not a big fan of tanks at all. Had a really bad experience with one at a major event in New Jersey, where the "tank" was on a vehicle chasis. These folks were just outright dangerous to be around. And, the problem with them was a lack of knowledge of the rules, and a lack of enforcement of the rules by event staff.
I think that if tanks are allowed, then they need to be constructed on a "non-vehicular" frame, and have a fps governor on the throttle, or tranny or something that keeps them to walking speed. Excellent examples are DBD Necrominicar, Team Krisis' tank, and the tanks from Outdoor Adventures. They are on small golf carts and/or ATV's .

to slow the speed a popular option is to bolt a block of wood under the throttle so it cant be pushed past 5 MPH and just unbolt it after the event if you must.
also using a van isnt always a bad idea considering some have VERY good turning radii also you must consider the 360 degrees of visibility which is hard to come by sometimes

Both my truck and car will gain speed well past the "walking speed" if left to their own devices.

didnt think about that but you bolt the block to the floor not the pedal.
you can get a top speed limiter?!?!?!?

ducky don't even start talking about people not being competent Next time you see him ask him to tell you the story about the steel braided line on his autococker. If you ask really nicely, he may even show you the picture (If he still has it). It was beautiful. I never saw a hose with so many kinks in it.... ever.... and probably will never see anything that discombobulated ever again.

Behold the tank that needs no tires, doesn't get stuck, and has a great view of the playing field. Might need to trim a few low lying tree limbs though
